I guess I'm a little old fashioned (even though I'm 32 yrs) but the best kind of protection for sexually active teenagers is abstinence. Teens should be focusing on school and not sex. However, since teens are often sexually active anyway, the best way then is to use condoms at all times.
Education that does not include political, religious or personal agendas.
