In my experience with teenagers (was one not long ago, still have siblings that are in that age group and I deal with teenagers with my volunteer work) I have always found that Vegas themed parties go well, especially at New Years.

Simple, make some nice invitations or a facebook event to invite everyone, have a nice dress code (come on we all know that girls LOVE to get dressed up) and set up different areas where you are having the party for blackjack, poker and whatever other games you want to have going on. You can even set up a bar (assuming these teens live in the states they are not legal to drink but it can be a ';virgin'; bar) with lots of colourful drinks to choose from and if you can find someone willing to bartend in a cool uniformish kind of outfit.

Give everyone so many poker chips when they arrive and let them have their fun betting the night away...and have some prizes to give out at midnight (or whenever you want) to those who have the most chips left (any maybe a gag gift, such as a how to gamble book, for the one who lost all of their chips first).

With this kind of party, and the different areas, it will keep everyone walking around and socializing, rather than just huddled in a corner with their closest friends.

I have tons of info on Vegas parties, let me know if you ever need more help.
